- Supervision of staff and the person available to staff, employee records, and contracted staff if you use them
- Tables at the end of policy 1.1: the application verification table, a survey crosswalk of every written duty in the home care statutes, the MDH entrance conference index (the 28 documents MDH’s surveyors ask for at the start of a survey) and the nine core survey areas, each with the policy that answers it
- A Home Care Bill of Rights notice with the complaint statement the statute requires and the contact details of the Office of Health Facility Complaints and both ombudsman offices, as each office publishes them, with a step to get OHFC’s street address from MDH, since MDH’s notice and OHFC’s pages print only a mailing address
- Written for the basic license only: standby assistance but no hands-on help with transfers or mobility, and reminders at most, with no medication setup, medication administration or treatments. If your caregivers give no reminders, the reminders policy is replaced by a short statement that you will adopt it before you start
- Already licensed? Policy 1.1 also ends with a What to check now checklist: the 2026 changes to the statutes and the areas MDH cites most often at basic surveys, each with the policy that now answers it
