Who runs CareRulebook

CareRulebook is run and edited by Sam May. The guides and the policy library are researched from the official text (the legislation, the regulations and the regulator’s own guidance) with the help of AI tools, under Sam’s direction. Every quoted rule is checked against the saved source by an automated check before a page is published, and each page is then reviewed against the saved text. Sam is not a lawyer, nurse or care professional, and no page is presented as expert advice.

Our guides carry the label Rule-verified: every rule quote has passed an automated word-for-word check against the official text on the date shown. No guide on this site is labelled expert-reviewed. That label will appear only when a named, credentialed reviewer has signed off a jurisdiction, with their name, credential and the date.

What we publish

CareRulebook builds state-specific policy and procedure manuals for home care agencies in 18 US states, and CQC registration packs for homecare providers in England, with the agency’s own details filled in and the official rule or regulator guidance quoted under every policy and document.

We also publish free guides for states and nations where we do not sell a manual, free checklists, and national comparison tables with downloadable data. Every fact on those pages links to its source.

How we check what we publish

We start from the official text, store the exact words behind every fact, and run an automated check that each quote appears in the saved source before a page can be published. Each guide shows the date its rules were last checked. The full method, and what our labels mean, is on how we verify rules. When we get something wrong, we fix it and record it in our corrections log.

CareRulebook provides documents and guidance, not legal advice. We do not file applications and cannot guarantee that a regulator will grant yours.
