CQC fees and timeline for a home care agency

CQC charges a home care agency no application fee. You pay an annual fee per location, worked out from how many people you support. Here is the exact formula with a calculator, worked examples, and how long registration takes.

Quick answer

There is no CQC application fee. CQC says its fees "cover all the costs of: initial registration changes to your registration, and our activities associated with monitoring, inspection and rating".

For a home care (community social care) service, the annual fee for each location is £239 + (number of service users × 54.305), up to a maximum of £92,558. An agency supporting 10 people pays £782.05 a year. CQC sends an invoice with your exact fee, and its 2019/20 fees scheme "remains valid until further notice".

Registration itself "can take a few months", and you cannot provide personal care until CQC confirms it. An incomplete application is rejected at the first check, which costs you more time than anything else.

How CQC charges

  • Per location, each year. "Your annual fees cover all your locations that are registered on your anniversary date. The amount of fees and anniversary date are shown on your invoice."
  • By the number of people you support. "We find out the number of service users by emailing registered managers and nominated individuals the month prior to the invoice being issued." If you do not reply, CQC keeps reminding you and uses inspection reports and capacity tracker data.
  • Exact figure on the invoice. The formula is an estimate: "We will send you an invoice stating your exact fee."
  • Pay it. "Non-payment of fees is a reason why we may cancel a registered provider’s registration."
  • Changes are consulted on. "We hold a public consultation whenever we propose to alter fees." The 2019/20 scheme "The 2019/20 fees scheme remains valid until further notice".

How long CQC registration takes

CQC says: "We conduct a rigorous registration assessment that can take a few months. You cannot manage regulated activities until we confirm your registration." It assesses applications in the order it receives them and does not publish a decision deadline. What you control is getting through each stage first time:

  1. Application review. CQC checks your forms, statement of purpose and documents are complete. "We will now routinely return and reject applications that are not complete or accurate at the point of receipt, without the need for a full registration assessment of quality."
  2. Supporting documents review. Documents must be complete, accurate and relevant to your service, or the application is rejected.
  3. Assessment. CQC may interview you and your registered manager and visit your premises. "If you cannot agree a date for any assessment activities within 28 days of being contacted, or if we are unable to get in touch with you, your application may be returned or we may propose to refuse your registration." Two avoidable delays: DBS checks for registered persons must be countersigned by CQC, and "Applications with expired DBS checks (over 12 months old) will be rejected without further review."

Myths about CQC costs

Does CQC charge £1,500 or more to register a homecare agency?

No. CQC charges no application fee. Its annual fee covers initial registration, and for homecare it is £239 plus £54.305 for each person you support, per location: about £782 a year for 10 people.

Is there a CQC application fee?

Will CQC contact you to fix gaps in your application?

No. Not for homecare since 1 July 2025. CQC rejects the application and emails you why. A corrected resubmission counts as a new application and loses its place in the queue.

Does a homecare agency need a financial viability statement?

No. Homecare agencies are exempt. You do need a business plan with a 12-month, month-by-month financial forecast.
