Proposed rewrite of 26 TAC Chapter 558 (rule project 22R045)
HHSC proposed amendments to 78 sections of Chapter 558, 25 new sections and 3 repeals. It implements HB 1009, HB 4696, SB 240 and SB 1849 (2023) and SB 463 (2025). Earliest possible adoption is October 18, 2026. No effective date has been stated.

2026 amendment to Chapter 111-8-65 (background checks and health screening)
The Board of Community Health gave final adoption on July 9, 2026 to changes in rules .03, .05 and .09. Background check rules move into Chapter 111-8-12, staff need a satisfactory fingerprint result before direct access, and the annual TB test is replaced by a health screening program with TB screening before work starts. DCH has not published an effective date that we could confirm.

CQC draft adult social care assessment framework
CQC consulted on draft sector-specific assessment frameworks that would replace the 34 quality statements with key lines of enquiry. The consultation closed on 12 June 2026 and pilots run from June to October 2026. CQC says to keep using the current guidance until it implements the new approach.
